CEO/Principal Advisor
Chukwuemeka Umunna is the CEO & principal advisor at Barricade International Limited, a company he founded after resigning his position as Strategic Relations Advisor at Ocean Marine Solutions Ltd (OMS). Prior to OMS, he’d served in the Nigerian Army, working to contain violent intercultural conflicts, armed militancy, critical infrastructure and energy insecurity, political and economic sabotage. Mr. Umunna is a conflict management, security, and development expert with over 24 years cognate experience in the public and private sectors. This experience spans years in military service, and various positions held at Ocean Marine Solutions Ltd, Primary Defence Ltd., Multi Oil and Gas Ltd., and Zidon Engineering Services Ltd., including consulting roles for the Nigerian Content Monitoring and Development Board (NCDMB) and Castor Vali Services Nigeria Ltd. Having lived and worked on resolving conflict in some of Nigeria’s most hostile areas, Emeka possesses extensive experience in conflict management and security. He is adept at private sector led community development programs and community relationship management, including stakeholder management and partnership building, as well as government – business relations and liaison. As CEO, he brings all that experience to bear, providing overall leadership for Barricade International Ltd.’s strategic security, conflict transformation and development outlook for Nigeria. Chukwuemeka holds a Bachelor of Science in Human Physiology from Ahmadu Bello University, Zaria. He also holds a professional diploma in safety and security management from Rivers State University, several ISO management systems auditor certifications, and other certifications in conflict management, stakeholder management and facility management.
Lead, Healthcare Innovation & Development
Lead, Healthcare Innovation & Development Dr Ramatu Agbede is the Lead for healthcare innovation & development and director, country wellness program (Nigeria) at Barricade International Ltd., and senior clinician with the University Health Services (UHS) of Ahmadu Bello University (ABU) Zaria. Dr Ramatu is a Primary Care Physician and has worked at the grassroots of healthcare in both public and private settings for over 15 years gaining experience in Primary Care, Public Health and capacity development. She presently coordinates academic and clinical activities as part of continuous professional development within the UHS. Ramatu is a part of the process to produce standard operative protocols within UHS in a bid to standardise care for all patients. She has keen clinical interests in special populations especially women, children and the elderly and she is an advocate for equity and accessibility to health care for all. These interests have led her to offer her clinical services in different grassroot locations across Northern Nigeria. Ramatu holds a Master’s in International Public Health (MIPH) from the University of Queensland, Australia and obtained her medical degree from Ahmadu Bello University, Zaria. She has completed postgraduate residency training in Family Medicine and has graduate certificates in Leadership and Management in Health (LMIH) and Project Management from the University of Washington’s Global Health programme.

Udemba Chinyereugo Ngeleoka Esq. is the Lead Advisor, Legal & Ethics at Barricade International Ltd., and Chief Litigation Partner (CLP) at Titilayo Akinbiyi & Partners, a firm specialized in Labour & Employment Law, Corporate Law and Property law. In his capacity at the firm, he is involved in preparation of pleadings and case management of all suits in the firm. Mr Udemba is also specialized in Maritime law. He is a member of the Nigerian Bar Association and also a Dispute Resolution and Management Specialist. He holds a Bachelor At Law (LLB) degree from the Abia State University Uturu and a Barrister At Law (BL) degree from the Nigerian Law School.
Lead, Tech Innovation and Digital Solutions
Ikechukwu is an IT Professional with over 15 years of experience in system administration, cyber security and DevOps. He has strong technical skills as well as excellent interpersonal skills, enabling him to interact with a wide range of clients. He is eager for new challenges which has allowed him grow and improve his IT skills and he is passionate about using his technical skills to the benefit of people and organisations. He has managed the IT infrastructure of several organisations like EEMS Limited, Upgrade Plus Nig. LTD and DynaSmart. He has also handled projects for Nigeria Communications Commission, NSChE, Federal Ministry of Water Resources, NPHCDA and Creative Associates International. Ikechukwu Umunna holds a Bachelor’s degree in Economics and several professional IT certifications.
